Abu Dhabi Extends Building Occupancy Certificate Deadline to November 30

The Abu Dhabi Department of Municipalities and Transport (DMT) has announced an extension for the application deadline for Building Occupancy certificates in the emirate. Property owners now have until November 30, 2026, to submit their applications. This extends a previous grace period which had set the deadline for September 16, 2026.

Requirements for Certification

To obtain an occupancy certificate, buildings must undergo thorough inspections and meet several compliance criteria. Key requirements include:

• Structural stability assessments
• Civil Defence and fire safety clearances
• Gas system safety certificates
• Water and plumbing compliance
• Verification of air-conditioning and ventilation systems

An occupancy certificate is an official municipal document that confirms a building is safe for use and adheres to all applicable technical and regulatory standards. These certificates can remain valid for up to five years, depending on the property type, and must be renewed before their expiry.

Penalties for Non-Compliance

DMT has previously urged property owners to complete these procedures promptly to avoid fines. Failure to apply on time can result in a significant administrative fine of up to AED 1 million, in addition to an order requiring all identified violations to be rectified. Starting the application process earlier also offers a potential benefit: property managers may receive an additional six months, or another period approved by the Urban Planning and Permits Centre, to complete necessary technical and regulatory steps.
